Head of Information Management & Technology and Data Protection Officer

£55,000 – £68,000 per annum, Permanent - 35 hrs pw

The Education and Training Foundation (ETF) helps ensure that the Further Education and Training sector develops world class leaders, teachers and trainers. We work across the whole FE sector and are funded by Government grant, commercial contracts, professional membership (The Society for Education and Training - SET) and accreditation fees and a variety of other business activities.

We are now looking to appoint a Head of Information Management & Technology and Data Protection Officer.This new role is highly visible across the organisation at all levels and to external to partners, funders and regulators.  It will be the:

  • Data Protection Officer for the ETF and lead on all relevant aspects of this role
  • Be the primary decision point for all data, new and old, held across all of ETF’s ICT and Digital platforms so that it is consistent, serves internal and external customer needs and requirements and can better inform decisions
  • Ensure, through a clear ICT and Digital estates strategy and a refined in-house/outsourced delivery model, that all platforms are consistent and fit-for-purpose in a hybrid delivery environment (online learning, home working, face-to-face)
  • Develop and support all ICT team members, enabling ownership and accountability at all levels

The role will report into the Finance & Business Intelligence and will be responsible for:

Data Protection Officer (dotted line into DCEO and Director of Governance)

  • Inform and advise the controller or the processor and all relevant staff of their data protection obligations
  • Clearly explain any requirement to ETF senior management / staff and train staff as required
  • Provide advice where requested regarding the data protection impact assessments (DPIAs) and monitor compliance and performance

Data and Information Management

  • Actively participate in the ETF wide data audit started by the R&E team, understanding data held and collated by ETF currently to inform areas of improvements for wider IM&T team in line with strategic priorities
  • Define a clear data management strategy, including a clear process in collating, recording and amending data in all IT systems, consulting with senior managers and internal customers
  • Lead on business analysis requirements with team members and wider ETF teams to ensure all research, evaluation, reporting, quality, delivery and commercial requirements and opportunities are optimised

Digital estates, online platforms & infrastructure

  • Lead the strategy regarding the overall ETF digital estates including internal and external online platforms, ensuring that they are fit for purpose with regards to hybrid delivery model (online and face-to-face)
  • Review and develop long term technology infrastructure set up fit for a hybrid working environment (for ETF) and learning experience (for customers)

 Team management

  • Develop team members in their knowledge and understanding of ETF, encouraging them to work outside the IM&T team with senior managers and be highly visible
  • Support their training and development needs as per their role as well as per the team’s overall objectives

 The successful candidate will:

  • Be educated to degree level or equivalent
  • Recognised qualification in areas such as ITIL, project management
  • Strong data and information management experience and demonstrable understanding of how quality and availability of information can add value to the activities of an organization
  • Strong experience and understanding of the role different systems play in a data-driven organisation and their impact on non-IT teams, leading to optimisation of various platforms, including online content (both internal and external)
  • Experience and strong understanding of the responsibilities associated with a DPO role
  • Demonstrable experience in building resilient infrastructure and network in a hybrid working environment and delivery model
  • Knowledge of how integrated CRM, other databases and websites work together to manage workflows to provide business processes
  • Experience in setting a clear strategic plan for all technological aspects and platforms of the organisation, in partnership with other senior managers and directors, ensuring consistency and integrity throughout
